An international non-profit organization for medical, public health, nursing students, residents, young doctors and early career professionals in the field of global surgery. We represent over 5,000 members in over 80 countries and 50+ fully established National Working Groups (NWGs) across all world regions. InciSioN’s international work is coordinated by the International Team (IT) and led by the Executive Board (EB).
Global Surgery is defined as a fastgrowing area of study, research, practice, and advocacy that seeks to improve health outcomes and achieve health equity for all people who need surgical and anaesthesia care, with a special emphasis on underserved populations and populations in crisis. It uses collaborative, cross-sectoral, and transnational approaches and is a synthesis of population-based strategies with individual surgical and anaesthesia care.

The Acute Care Action Network (ACAN) is a global coalition coordinated by the World Health Organization (WHO) that brings together stakeholders working to improve timely access to essential emergency, critical, and operative (ECO) care.
ACAN supports countries in advancing national surgical, obstetric, and anesthesia plans (NSOAPs) and strengthening ECO systems as part of Universal Health Coverage (UHC). Its focus includes: capacity Building, policy development, data-driven action, and implementation support.
What is the ECO Resolution ?
The ECO Resolution, otherwise known as WHA Resolution 76.2, is a landmark WHO resolution passed at the World Health Assembly that recognizes Emergency, Critical, and Operative (ECO) care as essential components of UHC and health system strengthening.
It calls on member states to:
Develop national plans for ECO care
Invest in training and workforce development
Strengthen data collection and monitoring
Ensure equitable access across populations
